A contradiction or a happy marriage?

In mid-July the New Zealand government released a discussion paper containing proposals for reducing carbon emissions of the light vehicle fleet. The Clean Car Standard seeks to change the behaviour of vehicle suppliers, while the Clean Car Discount aims to change the behaviour of vehicle consumers. The two policies might work against each other because the Clean Car Standard could result in car prices increasing, on average. Therefore, it is pertinent to ask: do we need both?
